Limits on school aid cuts during shift

The law limits state school aid cuts during the formula change. From 2027-28 through 2029-30, the state cannot cut from the prior year the subsidy portion tied to the new regional index and the local contribution. In 2030-31, any cut to that portion is capped at 25%. In 2031-32, it is capped at 50%. From 2032-33 on, the full calculation applies with no transition cap.

New regional cost rules for school aid

The law updates how Maine adjusts school funding for local costs. Before fiscal year 2027-28, the state uses the old regional salary index. Starting in 2027-28, a statewide education research group sets a cost-of-living index using national data. The index must cover the minimum teacher salary and applies to teacher and other school-level staff pay and benefits. Some districts receive more aid and others less, based on the index.

School tax share adjusts for income

Beginning in fiscal year 2027-28, Maine applies a 10% income-level adjustment to the local contribution in the school funding formula. The index is based on the share of resident students identified as economically disadvantaged. This changes how a town’s property tax capacity is counted in its required local share. The impact differs by community.
