Bill Overview

Analyzed Economic Effects

3 provisions identified: 1 benefits, 1 costs, 1 mixed.

Former owners get first chance and refunds

Former owners or heirs can keep a listed parcel by paying all unpaid taxes, interest, deed and other costs within 90 days of June 20, 2025. The State must mail a sale notice to the last known address at least 90 days before listing, by certified and first‑class mail. After any sale, the State must pay the former owner any money left after taxes and costs.

Tax bureau staff barred from buying

Employees of the Bureau of Revenue Services and their spouses, siblings, parents, and children cannot buy any parcel covered by this law. This restriction takes effect June 20, 2025.

How the State sells these parcels

The State Tax Assessor sells the State’s interest in listed unorganized‑territory parcels. After giving former owners 90 days, the State must list through a licensed real estate broker and follow the required sale steps. If three broker attempts fail or no sale happens within 12 months, the State sells to the highest bidder for at least the unpaid taxes, interest, deed and other costs, with notice run once a week for three weeks in a county paper. If no bids meet the minimum, the State may accept that minimum without rebidding through August 1, 2026. When you pay, the State records the deed for you at no extra State charge before sending it.
