Bill Overview

Analyzed Economic Effects

2 provisions identified: 1 benefits, 0 costs, 1 mixed.

One-time $100,000 for two families

The State pays $100,000 to the family of James Brown and $100,000 to the family of Dwayne Campbell. Each amount is increased for inflation using the Consumer Price Index. Payments come from the Maine Budget Stabilization Fund.

Death benefit for state transportation workers

If a state transportation employee dies while doing their job, the State pays a $100,000 death benefit. The amount rises each year with inflation using the Consumer Price Index starting July 1, 2021. The family gets the indexed amount in effect when the worker dies. Covered workers include DOT staff on highways, bridges, rail, ports, airports, work zones, or other DOT property acting within their job. Money goes to the spouse; if there are children, half to the spouse and half to the children; if no spouse, to the children; if none, to the parents. The Commissioner may pay up to $3,000 early on a showing of need. If no final benefit is paid, that early payment must be repaid, but the Commissioner can waive repayment for hardship. The Governor can use the Budget Stabilization Fund, on the Commissioner’s written request, to pay these benefits. Agencies must set rules, including how to calculate the yearly CPI increase.
