Schools must allow devices that are medically necessary. School‑issued laptops or tablets and devices the district designates for instruction are allowed. Use is also allowed for special education services or as part of a Section 504 plan or IEP. A teacher may allow device use for a specific lesson. Devices may be used in emergencies under the school’s emergency plan, as long as they do not disrupt safety protocols or first responders.
Beginning in the 2026–2027 school year, public schools must ban student use of wireless devices during instructional time on school grounds. Local boards can add stricter limits. Each policy must explain how it will be enforced and be posted on the school’s website. The ban covers internet‑enabled devices like smartphones, tablets, and smartwatches, but not basic voice‑only phones. “School grounds” includes school buildings, fields, and properties used for instruction or school events, but not buildings used mainly for adult education or college extension courses.
The law repeals the prior state section on student device use and replaces it with the new framework. It also ties these rules to the enactment of Senate Bill 495, as stated in the statute.
