Stronger school emergency plans and reviews

Each district, intermediate district, and public school academy must make an emergency plan for every school building. The public can give input, and the board must adopt each plan by majority vote at an open meeting. Plans must cover violence and threats, bomb threats, fire, severe weather, intruders, reunifying families, and threats to events. They must also include teacher mental health and safety training, building security, an active violence protocol, continuity of operations, a vulnerability assessment, and rules for student phone use in emergencies. Beginning in the 2019–2020 school year and at least every two years after, each plan is reviewed with a law enforcement agency that has jurisdiction. Using the statewide school safety policy counts as compliance if it meets all plan content rules. A school building includes instruction buildings, additions, and recreational or athletic structures or fields used by pupils.

State tracks and alerts noncompliant schools

Schools must tell the state within 30 days when they finish a plan review and when they adopt a plan, using the state's form. Each year, the education department gives state police a list of schools that do not have a plan. The Office of School Safety then works with local police to notify the school's governing body to act.

School emergency plans kept confidential

Emergency plans and related reports to the state are confidential. They cannot be released under Michigan’s public records law. This helps protect safety, but reduces public access to plan details.
