Community colleges control capital projects and procurement

The law lets the Community College System’s trustees spend the listed capital funds directly. The money can cover all costs to finish those projects, including architects, engineers, and other consultants. The board sets and follows its own policies when hiring and paying for this work. It also removes a rule that forced those projects to use the state’s RSA 21-I procurement process, so bidding rules can change. These changes apply to the appropriations named in paragraph II of section 1 and paragraph II of section 13, and take effect upon passage.
