Citizenship proof for Tennessee licenses

Beginning January 1, 2027, you must provide an original or certified document that proves U.S. citizenship to get an initial, renewal, duplicate, or reinstated driver’s license, instruction permit, intermediate license, or photo ID. If the department already has your citizenship document on file, you do not have to submit it again for a renewal, duplicate, or reinstatement.

Non-English driver test and restricted license

Beginning January 1, 2027, if you cannot speak and read English, you may take the written driver test in a language the department already offers. If you pass, the license you get is restricted, cannot be renewed, and lasts 18 months. You may drive only from 6:00 a.m. to 11:00 p.m., except for trips to school (with enrollment proof), work (with an employer letter showing regular hours), worship, child care (with enrollment proof), or medical care for you or an immediate family member. When it expires, you must retake the written test in English only, without a dictionary, device, or interpreter. This option does not apply to commercial driver licenses or to people who can read and write English and have a doctor’s statement that a hearing problem affects speaking. Minors with an intermediate license still follow most existing intermediate rules. The department does not have to add new test languages after January 1, 2026.

Proof-of-status to register vehicles

Beginning January 1, 2027, the state does not process your first-time vehicle registration with plates until you show proof you are a U.S. citizen, a lawful permanent resident, or are federally authorized to be here for a set purpose and time. A REAL ID, Tennessee driver license or photo ID, or Tennessee temporary licenses count as proof. You may show documents on your phone, and the department lists accepted documents online. Every registration and renewal includes a notice that owners or operators must meet this status rule.

Dealers must collect buyer documents

Beginning January 1, 2027, if a dealer files a customer’s first-time vehicle registration, the dealer must submit the customer’s proof-of-status documents with the application. Dealers must collect these documents to process the paperwork.

Phase-in dates and early setup

The law starts agency work on data sharing, forms, and rules right away. All other parts take effect January 1, 2027.
