In FY 2026–2027, the state provides $25 million from the opioid abatement fund for crisis, residential, and inpatient care for uninsured people with both mental health and substance use disorders. Starting July 1, 2026, ten percent of future opioid abatement funds available after county payments goes into a Department of Mental Health account for the same services. This account is paid when counties get their shares. Funds must expand access, capacity, and stabilization services. The FY 2026–2027 dollars come from money not required to be disbursed to counties.
Starting July 1, 2026, new opioid abatement allocations must add to, not replace, current state behavioral health and addiction funding. These allocations also cannot reduce or offset opioid settlement money due to counties or cities. This protects existing state programs and local shares.
Beginning July 1, 2026, the state sets aside $12.3 million for TennCare adult mobile crisis services. It pays $4.1 million each year in FY 2026–2027, 2027–2028, and 2028–2029. The money supplements per member per month payments to nonprofit providers that run adult mobile crisis teams for TennCare enrollees. Funds come from opioid abatement amounts not required to be disbursed to counties.
