Starting May 6, 2026, when a dealer asks, the bureau checks records and replies quickly with a transaction number, and explains any electronic delays. If a buyer is prohibited, the bureau tells police where the dealer is within 24 hours and also tells the agency where the buyer lives. (This 24‑hour notice does not apply if the only bar is the temporary restricted list.) Police send an annual report to the bureau by August 1. The bureau sends a redacted summary to lawmakers by November 1 each year. If you are denied, you can review and correct your records under Section 53‑10‑108. If approved, the bureau cannot keep your full check file longer than 20 days; it keeps a simple log for 12 months. The bureau writes rules to protect identity and record security under the Brady Act.
Dealers give customers a free firearm safety brochure. At purchase, they give a free cable‑style gun lock for shotguns, rifles, and short‑barreled guns not already required by federal law to include a lock. The lock is one provided to the dealer by the state program. These rules begin May 6, 2026.
Licensed dealers collect a background-check fee on most gun sales. Dealers send all fees for a month to the bureau by the last day of the next month. The bureau deposits fees into the General Fund to run the check program. You skip the check and fee if you show a valid concealed carry permit or a provisional permit and the dealer verifies it. Temporary permits are not exempt. A law enforcement officer can skip the fee once every 24 months for one off‑duty personal firearm, with a letter of good standing and current badge/ID. These rules begin May 6, 2026.
Beginning May 6, 2026, gun dealers must run a state criminal background check and wait for bureau approval before completing a sale. Buyers must show one state‑issued photo ID to prove identity and residence; driving privilege cards are not accepted. Buyers must sign a consent form that lists the dealer ID, name, address, birth date, height, weight, eye and hair color, and a Social Security number or other ID number. Sales to a licensed FFL do not need a Utah check. For NFA firearms, no state check is needed if ATF already approved and the transfer happens within 30 days of that approval. The law also clarifies who counts as a dealer and which items count as firearms; antique firearms are not included.
