More costs and funding after wildlife crimes

If you are convicted, enter a plea in abeyance, or a diversion for certain wildlife crimes, you must repay the Division’s documented investigation costs. Restitution and these repayments go to a new Poaching Mitigation Fund for education, equipment, projects, and officer training. The law also removes a 30‑day requirement to report hunting or fishing suspensions to the professional licensing agency.

Tighter rules for guides and outfitters

Beginning May 6, 2026, anyone guiding or outfitting on public land must register each year. You cannot use the titles “guide” or “outfitter” unless registered, and taking pay over $100 counts as compensation that triggers these rules. The Division sets registration fees by rule, not fixed amounts. Clients may pay no more than two people to provide registered services, or up to three for a once‑in‑a‑lifetime or limited‑entry big‑game hunt, and may not hire another outfitter at the same time for the same species and sex. Knowingly hiring an unregistered provider is a class B misdemeanor without jail or probation, and the Division can suspend hunting or fishing privileges. Registration fees go into a new Guide and Outfitter Fund to run the program.

Easier proof for refunds and free fishing

The Division accepts verification from physician assistants and nurse practitioners, not just doctors. This helps if you seek a refund after you get sick or injured and surrender your permit before the season ends. It also helps residents get free fishing licenses if they have an intellectual disability or are terminally ill with less than five years to live and qualify for a state low‑income public assistance program.

No grizzly populations until federal delisting

If a grizzly is found where it is federally listed, the Division contacts U.S. Fish and Wildlife Service and asks for immediate removal. The state manages to prevent grizzly populations from becoming established anywhere in Utah until grizzlies are fully delisted statewide. The Wildlife Board may set rules to carry this out. Lawfully held captive grizzlies are exempt.

No hunting from aircraft; safer shooting zones

Pilots may not help locate or take wildlife from an aircraft. Penalties rise with repeat offenses: class B misdemeanor first, class A second, and third‑degree felony for a third or later offense. The Division can revoke related licenses or permits. You also may not fire a dangerous weapon within 300 feet of a house or animal structure on wildlife or waterfowl management areas unless you have written permission; that is a class B misdemeanor and triggers driver‑license notification.

Hunters must report or pay $25

The Division can require hunters to report hunt information. If you fail to report, you can be fined up to $25 per violation.

More public notice before land buys

The Division must post proposed private land acquisitions on its website and a public legal‑notice site and get the governor’s approval before taking title. The governor alerts local officials and invites public comment before deciding. For purchases, notice may be posted after earnest money is paid.
