Councils lead on school digital safety

School community councils advise on safe technology use and digital citizenship. They provide education that helps students and parents make safe online choices. Councils work with students, families, and teachers to set safety principles and meet at least once a year with school and district leaders to coordinate. Districts and schools give councils an annual safety report and the data needed for these talks. Councils may partner with nonprofits or set up subcommittees to help with this work. Beginning May 6, 2026, these rules apply.

Clear election rules for parents and staff

Parent members are elected by secret ballot to two-year terms. Only parents of current students may vote or run, or parents of incoming students in spring elections; educators employed at the school cannot serve as parent members. School employees (except the principal) are elected by staff by secret ballot to two-year terms; the principal is a voting member by role. Local boards set a consistent election window near the start of school or in spring, finishing before the last week of school for at least four years. The principal gives at least 10 days’ notice with dates, times, open seats, and how to be a candidate, oversees the election, secures ballots, and makes results public on request. If races are uncontested, no election is held; if seats remain open, existing parent or employee members appoint someone for a two‑year term. Terms are staggered so about half the seats are up each year, and members may serve back‑to‑back terms if still eligible. Beginning May 6, 2026, these rules apply.

Stronger council governance and parent voice

Councils may choose their size by vote, but must keep at least two more parent members than school employees and at least two employee members; non‑employee parents must outnumber parent‑educators employed at the school. Councils elect a chair from parent members and a vice chair from parents or school employees; the principal cannot be chair or vice chair. Councils may create subcommittees or task forces and appoint non‑members, but the full council must approve any plan they develop. A quorum is a majority of members, and a majority vote of that quorum is the council’s action. Administrators may not block or discourage council discussion or advice about school or district programs, curriculum, or the student environment. Each year, principals post member names on the School LAND Trust website by October 20, and local boards provide annual training, including officer duties and website resources. Beginning May 6, 2026, these rules apply.
