New absence and excuse rules for families

Beginning July 1, 2026, schools cannot combine multiple tardies into an absence for truancy. The law adds new valid excuses, including a rodeo sanctioned by an international youth rodeo nonprofit. A parent’s reason counts if the student has at least a 2.0 GPA and takes part in eligible clubs or programs like mountain biking, shooting sports, or a Utah State University youth program. A parent’s note by itself does not count for the specific reason named in the law.

New categories for small K-12 schools

Beginning July 1, 2026, the law recognizes two small K–12 education businesses. A home-based microschool must register as a business, operate from a residence, and serve 16 or fewer students; daycare is not included. A micro-education entity must register as a business and serve 100 or fewer students; it is not a daycare, home-based microschool, private school, or public school. The law also defines an “Instructor” as someone who teaches in these settings.

Changes start July 1, 2026

The law takes effect on July 1, 2026. All changes and definitions start on that date.
