Bill Overview

Analyzed Economic Effects

6 provisions identified: 1 benefits, 1 costs, 4 mixed.

New teacher leadership and mentoring grants

The law creates a grant program to keep strong teachers and grow teacher leaders. LEAs and RESAs apply to the State Board, which runs a competitive process and sets tiers, scoring, and reporting rules. Grants can fund released time or extra duties for teacher leader work, extended contracts with more pay, and leadership tracks with differentiated pay. Recipients must provide matching funds: 10% for tier 1, 15% for tier 2, and 20% for tier 3. Up to 6.25% of program money can pay administrative costs. The state provides a one-time $2.4 million for FY 2027. The program takes effect May 6, 2026, and ends July 1, 2028.

COVID-19 response law ends 2026

The law repeals the COVID-19 Health and Economic Response Act on July 1, 2026. Any authorities or programs in that chapter end on that date. The repeal schedule change takes effect May 6, 2026.

Future teacher stipends end 2028

The law ends the Stipends for Future Educators Grant Program on July 1, 2028. Students who planned to use this stipend are no longer eligible after that date. The repeal schedule change takes effect May 6, 2026.

Teacher evaluation mandates end 2029

On July 1, 2029, many teacher evaluation rules end. The law repeals the implementation rule, the joint committee, required evaluation components, and timelines and review steps. It also removes the State Board’s duty to set an evaluation framework. It ends optional alternative processes and related exceptions. It repeals the mentor requirement for provisional educators and the privacy rulemaking for evaluations. These repeal dates are set now and take effect in statute on May 6, 2026.

Security task force and reports end

The law removes several security and policing provisions on set dates. The School Security Task Force and its advisory board end December 31, 2025. An airport dangerous weapon reporting rule ends December 31, 2031. A Brady rights subsection for some peace officers ends December 1, 2025. These repeal dates are set now and take effect in statute on May 6, 2026.

School pilot and report end 2028

The law ends the school energy and water use pilot on July 1, 2028. It also ends a required report on the packet method on July 1, 2028. Districts lose the pilot authority, and agencies no longer file that report after that date. The repeal dates are set now and take effect in statute on May 6, 2026.
