New operating rules and refunds for stations

Beginning May 6, 2026, a station’s permit is tied to one address and cannot be assigned or used elsewhere. The permit must be posted where customers can see it. Certified inspectors must keep records and file reports when the Division requires it. If a suspension or revocation is upheld after a hearing, the station must stop inspections at once and return the permit and all unused certificates; the Division issues receipts. Stations may return 10 or more unused certificates and the Division reimburses their cost.

Stations set fees, post prices first

Beginning May 6, 2026, permitted safety inspection stations may charge a reasonable labor fee. The old fee cap is removed. Stations must post the labor fee where customers can see it before an inspection. This adds price transparency and may raise what car owners pay.
