Beginning in the 2026–27 school year, the State Board of Higher Education requires colleges to add founding and other civic texts to writing classes when the school and teacher decide it fits the course goals. The policy encourages analysis essays that use these primary sources. It keeps faculty control over which texts to use and how assignments are designed and sized. Writing programs must still teach many genres, like narrative, creative, technical and professional, research, and digital or multimedia writing. The Board may publish a suggested list of texts for instructors to use.
Beginning in the 2026–27 year, a college may choose an optional model for its writing course. If it opts in, students must complete at least three analysis essays using primary civic texts. Courses focus on close reading, history and context, and evidence-based arguments, and may add more use of these texts beyond the minimum. The Board will find any college that adopts this model is in full compliance with the statewide policy.
