Stronger title checks and brands

Beginning January 1, 2027, the Motor Vehicle Division checks every VIN in the national title system before issuing a new Utah title and applies any required brand. Titles show the brand at issuance and must say "Odometer discrepancy" when mileage is in question. Repaired vehicles can get "Rebuilt and Restored --" plus the prior damage type (Fire, Flood, Hail, or Stolen) once they are safe to drive. Imported gray-market vehicles can get a "Compliant Gray Market" brand after meeting U.S. and Utah safety rules and passing the safety inspection. The law also updates key definitions so branding is used the same way statewide.

Clear disclosures on damaged cars

Beginning January 1, 2027, sellers must give buyers a written notice before selling a vehicle with a salvage certificate, a branded title, or an insurer-declared total loss. Some are exempt, including salvage auctions, insurer sales that result from a total-loss settlement, and certain stolen-and-recovered vehicles that are not salvage. Ads must clearly state "salvage certificate", "branded title", or "insurer declared total loss", and these words must be as prominent as the vehicle description. Auction ads and consignors are exempt when Utah’s seller-notice rules do not require a disclosure.
