Beginning May 6, 2026, the Public Service Commission takes part in regional grid operator meetings and stakeholder groups wherever Utah utilities participate. The commission can obtain market, reliability, and congestion data and may hire independent experts to review models and cost allocations. By November 30 each year, it reports to lawmakers on congestion costs, Utah’s access and treatment in regional markets, and how participation helps or harms Utah customers. If the commission is denied data or participation that other states receive, it must notify two legislative committees within 30 days.
Beginning May 6, 2026, you pay no termination charge if you leave during the initial opt‑out window. After that window, the commission can set a termination charge when you leave; it may include costs for clean energy resources bought for the program that are no longer used. Participating communities pay for the first customer notice; later required notices count as program costs and can be recovered in participating customers’ rates. If your address is moved into or out of a city utility, you may stay in the program only if the utility and city agree; otherwise, the city, not you, must cover any termination charge when service changes.
Beginning May 6, 2026, if your community adopts a commission‑approved clean energy program, your utility must send two separate notices in the 60 days before the opt‑out deadline. The notice must show projected program rates, compare them to your current rates, and clearly explain how to opt out. Existing customers can opt out and keep their current rates by following the commission’s timing and method. New customers are enrolled by default after start‑up, but they can avoid enrollment by opting out on time. Very large users (1 megawatt or more at one meter) get this information in person.
Beginning May 6, 2026, homes on Utah’s residential net metering program cannot join the community clean energy program. This rule prevents enrollment in both programs at the same time.
