Counties must report tourism tax spending

Beginning May 6, 2026, counties that charge a transient room or tourism tax must add a detailed spending breakdown to their annual financial report. They must also file a separate written report, using the state auditor's form. The report lists promotion spending, money shared with cities, and the number and total cost of search and rescue and EMS tied to tourism. It also shows any cost recovery and whether costs involved in-state visitors, out-of-state visitors, or residents. Counties must send the report for the prior fiscal year to the state auditor and the Legislative Fiscal Analyst by October 1 each year.

State review and audits of county tourism spending

Beginning May 6, 2026, the state auditor and the Legislative Fiscal Analyst review county tourism tax reports each year. By December 1, they must agree whether each county spent the money as state law allows and send a summary to two legislative committees. The state auditor may audit a county's spending to support the review. Any audit findings are included with the summary.

State can freeze noncompliant tourism funds

Beginning May 6, 2026, if the state auditor and the Legislative Fiscal Analyst agree a county report does not show lawful spending, the auditor can restrict access to tourism tax funds. The auditor can contact banks, seek a court order to block accounts, or withhold allocated state funds to pay for required accounting. The auditor must lift the block and release funds once the county complies. This enforcement applies to revenue from the transient room and tourism facility taxes.
