Open, fair rules for school sports groups

Beginning August 1, 2026, a public school may not join or pay dues to a school sports association unless it follows Utah’s open meetings, records, ethics, and student‑athlete protection laws. Associations must set real penalties for member‑school rule violations and enforce them the same way for every school. Following these rules does not change whether the association or its staff are public or private.

Required breaks and reports for school sports

Beginning August 1, 2026, school sports associations must include statewide breaks in their rules for Independence Day, Thanksgiving, and winter break. They must set a summer moratorium and at least a six‑week off‑season for each sport, with reasonable options for rural schools. Weight training or general conditioning that is not team‑specific may be excluded. Each year after July, associations must send a written report to the Education Interim Committee on how they carried out these breaks and enforced penalties.

New ID rules to play school sports

Beginning August 1, 2026, sports associations that register school athletes must collect each student’s unamended birth certificate and require the student’s date of birth and sex at registration. If a student is not a U.S. citizen and lacks a birth certificate, the association may accept state or federal ID, like a driver’s license, passport, or DHS document. If no such ID is available, the association may accept a parent or guardian affidavit and one document, such as a religious, hospital, or physician certificate; verified school or immunization records; or social service records. Homeless children and youth are exempt from the birth‑certificate rule and may use an affidavit plus one of those documents; an unaccompanied homeless student may self‑attest. Local education agencies still verify initial eligibility, including residency, age, sex (by unamended birth certificate where required), academic standing, and school capacity.
