Menu of water-saving tools in plans

Beginning May 6, 2026, plans may include many tools to save water. Examples are efficient fixtures and appliances, water‑wise lawns and irrigation, leak detection and repair, reuse systems, industrial upgrades, public education, and rate designs and local rules that promote efficiency. Plans may also include rebates or other incentives, regional planning and shared shortage agreements, and commitments of available water to the Great Salt Lake.

Regional water-saving goals and choices

Beginning May 6, 2026, the Division sets regional water conservation goals by rule. The Division must review the goals by December 31, 2030, and every 10 years after, and define what counts as water being conserved. Each provider must adopt the regional goal, choose a tougher goal, or adopt a lower goal with a written, reasonable justification that explains factors like demographics, geography, lot sizes, service classes, or secondary water.

Water providers must adopt public conservation plans

Beginning May 6, 2026, every retail water supplier and water conservancy district must adopt a water conservation plan and file it with the Division of Water Resources. The plan must set a clear water‑use reduction goal, include timelines and a way to track progress, and describe how the plan is delivered to the media and to all cities and counties it serves; meeting minutes about the plan and notification steps must be attached. Retail suppliers must also include their current adopted rate structure. Before adoption or changes, the provider must hold a public hearing with at least 14 days’ posted notice; if not challenged within 30 days after the hearing, the notice stands. Providers must post the plan online (or provide it on request) and update it at least every five years.

State help and funding tied to compliance

Beginning May 6, 2026, the Division of Water Resources provides guidance, technical help, and an online form so providers can file plans electronically. Each year, the Division posts a public list of providers that are in compliance. Providers that do not comply cannot receive state funds for water development under this law.
