The Office of Homeless Services must publish de-identified, aggregated data for the state and each local homeless council. Reports show year-to-date progress toward functional zero by homelessness type and subpopulation, the net change (first-time plus returning minus exiting), and progress by project type. The board and local councils set quarterly goals for each project type. Data appears each year in the October 1 report and on a public dashboard. This requirement starts May 6, 2026.
The state creates a homeless steering committee. It links local homeless councils, continuums of care, and state and local governments. It coordinates emergency and crisis response and provides training and public education. It recommends funding awards and, with partners, develops the statewide funding formula. This law takes effect May 6, 2026 and ends July 1, 2027.
Beginning January 1, 2027, 50% of the sales and use tax collected inside an eligible basic special district goes to that district (and its public infrastructure district, if any), subject to statutory exceptions. After a major sporting event venue zone boundary is set, the commission transfers each year 50% of the sales tax increment inside the zone to the creating entity, starting the first day of the next calendar quarter. For a convention center reinvestment zone, once the boundary is set, the commission transfers 100% of the sales tax increment to the named entity; transfers may begin no earlier than January 1, 2026 and start the first day of the next calendar quarter, subject to statute.
