Beginning May 6, 2026, dealers must give a free firearm safety brochure to customers. They must also hand out a cable‑style gun lock at purchase for shotguns, short‑barreled shotguns, rifles, short‑barreled rifles, and other guns not already required by federal law to include a lock.
Beginning May 6, 2026, if you are approved, the bureau may not keep your background‑check record for more than 30 days after the dealer’s request. The bureau keeps a 12‑month log with the dealer’s federal firearms number, the transaction number, and the date. The bureau must set rules to protect identity, confidentiality, and record security to match federal Brady Act standards. If you are denied, you can review and challenge your criminal history under Section 53‑10‑108.
Beginning May 6, 2026, dealer background checks do not apply when selling a firearm to a Federal Firearms Licensee. Licensed‑to‑licensed sales have fewer steps and can move faster.
Beginning May 6, 2026, if a check shows someone is prohibited, the bureau must tell police within 24 hours. It must notify police where the dealer is and where the person lives. No notice is sent when the person is barred only because of a temporary restricted listing.
Beginning May 6, 2026, dealers must see one state‑issued photo ID to sell or transfer a gun. Dealers may not accept a Utah driving privilege card as ID for this purpose. If you rely on that card, you will need a different accepted ID to buy from a dealer.
Beginning May 6, 2026, dealers charge a background‑check fee and send the money to the bureau by the end of the next month. If you present a valid concealed firearm permit (standard or provisional) and the dealer verifies it, you skip both the check and the fee. Temporary permits do not qualify. Law enforcement officers can skip the fee once every 24 months for a personal off‑duty gun with a good‑standing letter and current ID.
Beginning May 6, 2026, licensed dealers must run a criminal background check before selling a gun. Dealers must wait for bureau approval before transferring a firearm. Dealers send and receive requests by phone or electronic systems. The bureau checks criminal and other records, gives a unique transaction number, and responds quickly or explains any delay.
