The law requires an evaluation and plan for a medical monitoring technology pilot from July 1, 2023 through June 30, 2024. During that time, the departments must make inmate health indicators and performance measures public on their websites. The pilot then runs from July 1, 2024 through June 30, 2029 for inmates who meet the plan’s eligibility rules.
Beginning May 6, 2026, the Department of Health pays Medicare rates for outpatient care given to inmates by the University of Utah Hospitals and Clinics and its physician groups. The rule applies only to outpatient services provided on or after that date.
The law creates the Inmate Medical Treatment Restricted Account on May 6, 2026. Each year, 50% of the division’s carry-forward savings go into this fund and 50% go to the General Fund. Any unspent balances that lapse go fully into the inmate medical fund. The Department of Health can deposit these savings at year-end without a new appropriation. Money in the fund can be used only by the Division of Correctional Health Services. Before approving any spending or commitments, the department must get approval from the Social Services Appropriations Subcommittee. Starting May 6, 2026, the department must send a yearly report by November 1 showing calculated savings and the fund’s accounting, and provide it to the Law Enforcement and Criminal Justice Interim Committee on request.
