The health department can make rules for sharing certain health data with the Utah Homeless Management Information System. The rules must follow the state rulemaking process. The department must publish street medicine guidelines by July 1, 2026, with input from current providers. The guide must include Medicaid coverage and billing steps and a list of local resources. These authorities start May 6, 2026.
Street medicine means licensed health care given outside clinics or shelters to people living unsheltered. Unsheltered includes sleeping in a vehicle, abandoned building, farm, wilderness, street, park, or encampment. Providers must hold the proper state license for any care they give. They may dispense and give long-acting injectables if they follow the state's licensing and dispensing rules. These rules take effect May 6, 2026.
