Free school vision checks and quick notice

Beginning July 1, 2026, schools must give free tier one vision screenings. Children qualify if they attend the LEA, are at least 3, and are under 16. If a child fails a tier one screen, the school must tell a parent within 30 days by phone, email, or another approved way. A nonprofit contracted to screen may also send home resources and steps to get follow-up eye care.

State sets school vision screening standards

Beginning July 1, 2026, the state health department runs school vision screening. DHHS sets how and how often schools screen, and what happens after a child fails. The rules cover referrals, follow-up, reporting, and when to alert the Utah Schools for the Deaf and the Blind. DHHS also sets tier two standards, including a symptoms questionnaire and training for who can give it.

Trained nurses and volunteers run clinics

Beginning July 1, 2026, a school nurse must supervise tier one clinics. If a school has no nurse, an approved outside group may supervise. Volunteers must be trained by a nurse or finish the state online module and be supervised. Schools may bar volunteers with conflicts of interest, and volunteers may not market a business at the clinic. Volunteers are immune from liability unless an act is willful or grossly negligent. The state also provides training for school nurses and volunteers.

Parent choice and school entry vision forms

Beginning July 1, 2026, before a child under 9 who has not attended Utah public school starts, parents must provide a vision screening form signed by a health care professional or a signed note declining screening. Parents may also ask the school not to screen their child in tier one or tier two. The state provides standard forms that say a screening is not a substitute for a full eye exam by an eye doctor.
