Credits transfer more easily statewide

Beginning May 6, 2026, Utah colleges must set clear transfer paths so specific courses and credits count across schools. Programs must be stackable and build on prior learning. Admissions, enrollment, and student services are integrated to make moving between schools smoother. Schools also look for shared administrative services to support this work.

Clear roles for Utah colleges

Beginning May 6, 2026, the Board of Higher Education sets each public college’s main role and the general programs it offers. The law lists research universities, regional universities, community colleges, and technical colleges. The Board also defines the level of programs, the broad fields in each school’s mission, and special traits like land‑grant status. These rules do not replace roles the Legislature already set.

Colleges grouped into regional networks

Beginning May 6, 2026, the Board organizes colleges into regions with at least one degree‑granting school and one technical college in each region. The Board must report the regional plan by August 2026. It also helps colleges work together across and within regions to align programs, share services, and improve quality and efficiency. The Board must consult faculty, staff, and students while planning and carrying out these changes.

More career training at colleges

Beginning May 6, 2026, most Utah public colleges must include career and technical education in their main role. The University of Utah is exempt. The Board decides how much career and technical education each school provides.
