Education savings incentives end in 2028

Beginning July 1, 2028, the state ends the Education Savings Incentive Program. Families and students who used it lose those incentives after that date. The law removes the program’s legal authority and does not set transition payments.

Emergency and EMS boards repealed

The law ends several emergency and rescue bodies. It repeals the Emergency Management Administration Council on July 1, 2029 and the State EMS Committee on July 1, 2029. It removes authority to set EMS maximum rates on July 1, 2027. It also ends the Search and Rescue Advisory Board’s duties on July 1, 2027 and its member compensation on July 1, 2030.

Energy research and grid committees end

The law dismantles the state’s Electrification of Transportation Infrastructure Research Center on July 1, 2028. It repeals the center’s definitions, duties, steering committee, industry board, project director role, and reporting rules. It also ends the Grid Resilience Committee on July 1, 2027. These are organizational changes that may alter research and planning, not household bills.

Firearm and policing boards repealed

On July 1, 2029, the law repeals the Concealed Firearm Review Board provisions and a related state board provision. These governance changes remove those boards from statute.

Five-year performance goals repealed

On July 1, 2027, the law repeals the five-year performance goals requirement. Agencies no longer follow that planning rule in statute.

Food Security Council repealed in 2027

The law ends the Food Security Council on July 1, 2027. The council no longer has legal authority after that date. This may affect how the state coordinates on food access issues.

Higher ed and corrections council repealed

Effective July 1, 2027, the law repeals provisions tied to the Higher Education and Corrections Council. The sections on council creation and duties are removed. Agencies may change how they coordinate on higher ed in corrections.

Parent tech video rule repealed

On January 1, 2030, the law repeals the parental video presentation rule about student technology. After that date, that statutory presentation requirement no longer applies. Schools may change how they notify parents about student tech use.

Road rage awareness account repealed

The law repeals the Road Rage Awareness and Prevention Restricted Account on July 1, 2028. After that date, the account no longer exists in statute.

SafeUT commission rules end in 2030

On January 1, 2030, the law repeals parts of the SafeUT and School Safety Commission statute. It removes creation and appointment rules, the attorney general’s chair role, and quorum, action, compensation, and staffing provisions. Governance for SafeUT changes after that date.

School drinking water rule repealed

The law ends the state rule on school drinking water on July 1, 2027. After that date, the rule no longer applies to school districts or the State Board of Education. Oversight of school drinking water changes under state law.

Civics education programs phased out

The law ends the Local Innovations Civics Education Pilot Program on July 1, 2026. It also repeals the Center for Civic Excellence on July 1, 2030, including its duties, leadership, faculty, curriculum, and reporting rules. These repeals remove the legal basis for those civics programs and their state oversight.

Elementary teacher prep grant ends 2028

The law repeals the elementary teacher preparation assessment grant on July 1, 2028. After that date, the grant is no longer available.

Healthy schools pilot grants for K-6

The law creates a five-year Gold Medal Schools Pilot for K–6 schools in counties of the 3rd–6th class. It starts July 1, 2026, with grants rolling out in the 2027–28 school year. Schools apply with measurable health goals and local partners; the State Board sets PE criteria and allows alternates for students with physical limits. If federal HHS funding covers the program and lawmakers appropriate money, the board selects schools by greatest need and awards funds equally. Money is only for physical activity and healthy eating, schools report yearly, the board may use up to 6.25% for administration, and the pilot ends July 1, 2031.
