New loan fund for farm projects

Beginning 05/06/26, the state offers loans for farm and water projects. You can apply for rangeland, watershed, soil and water, storage, energy‑efficient farming, hydroponics, aquaponics, and water quality work. Disaster relief loans are limited to 10% of the fund unless lawmakers add more. Total loans for temporary water shortages cannot exceed $5,000,000. The commission may appoint an advisory board, and the department runs the fund under an approved annual budget.

Water grant pre-filing now optional

From 05/06/26 to 07/01/28, pre‑filing with the Division of Water Rights for water optimization grants is optional. After preliminary approval, you may choose to consult to see if a change application is needed or to measure saved water. You still must finish the grant application and get all approvals the division requires.

Advisory board for Utah agriculture

Beginning 05/06/26, a 21‑member Agriculture Advisory Board advises the department. It sets standards for livestock and poultry care and may adopt best practices across farm industries. Members serve four‑year terms and may get per diem and travel pay. A seven‑member executive committee meets at least quarterly. This board repeals on 07/01/28.

More farmers on conservation boards

Beginning 05/06/26, each conservation district board has five appointed members. At least three must be private agricultural land operators. Members serve four‑year terms. The commissioner can remove a member for cause and can set term lengths to keep staggered appointments. Members may get per diem, travel, and necessary expense reimbursement.

Fund for weights and measures tools

Beginning 05/06/26, the state creates a fund for weights‑and‑measures equipment and repairs. It uses inspection fees, appropriations, and interest, and earnings stay in the fund. The department can buy specialized vehicles, cranes, weight carts, and lab tools. The fund is capped at $1,000,000 at fiscal year end; extra goes to the General Fund.

New fund for food lab gear

Beginning 05/06/26, the state creates a fund to repair and replace Agriculture Department lab equipment. Money comes from unspent lab collections, appropriations, and interest. The state chemist can approve purchases under $10,000. The commissioner must approve $10,000 or more. The fund is capped at $500,000 at fiscal year end; extra goes to the General Fund.

Updated rules for livestock and brands

Beginning 05/06/26, the law updates livestock rules. "Brand" now includes marks made by cutting or shaping ears or the brisket. "Livestock" means cattle, calves, horses, mules, or sheep. It also defines carcass, hide, domesticated elk, livestock market (with listed exceptions), open range, and slaughterhouse.

Some old agriculture laws repealed

Beginning 05/06/26, the law repeals several listed statutes: 4‑9‑101, 4‑18‑101, 4‑24‑101, 17D‑3‑101, 42‑3‑1 through 42‑3‑5, and 73‑10g‑201. These laws no longer apply on that date. The effect depends on what each repealed section previously did.
