Per-gallon payments for DIY oil collection

The division pays a per-gallon incentive to registered DIY collection centers and approved curbside programs for used oil they collect from do-it-yourselfers. The oil must be hauled by a permitted transporter to a permitted processor, rerefiner, burner, or another board-approved method. The default payment is 16 cents per gallon. The board sets the rate by rule and may lower it to meet priorities or raise it if funds remain. Payments follow funding priorities set in law.

Grants to expand used-oil collection access

The division can accept gifts and grants and put the money in the used-oil account. Money is spent in this order: program setup and oversight; incentive payments; public education; grants to start collection centers and curbside programs; and local health enforcement. Grants can cover costs like retrofitting trucks, curbside containers, and hiring permitted transporters. When awarding grants, the board works with local governments to add centers in places that lack access, with a focus on rural and underserved areas.

Higher used-oil fee and future setting

Through June 30, 2026, the recycling fee on lubricating oil is 16 cents per gallon. From July 1, 2026 to June 30, 2027, the fee is 32 cents per gallon. Beginning July 1, 2027, the division sets the fee under the state budget rules. Any change starts on the first day of a calendar quarter, at least 90 days after the division notifies the Tax Commission. This fee is charged on top of any state, county, or city taxes.

New collection and filing rules for sellers

Beginning May 6, 2026, oil vendors must collect the recycling fee at the time of sale. The fee does not apply to oil shipped out of Utah, to five-gallon-or-smaller containers used only in underground mining, or to bulk sales of 55 gallons or more. Send collected fees to the Tax Commission monthly if you file sales tax monthly (or are not required to file), or quarterly if you file quarterly. Quarterly payments are due by the last day of the month after the quarter. You may keep up to 2% of the fees you collect to cover collection costs. Include the Commission’s required form with your payment; the Commission may set more rules.
