The law creates the Utah Forest Restoration Institute at Utah State University beginning May 6, 2026. It studies forest and watershed health and wildfire risk. It reviews a prioritized project list from the Watershed Restoration Initiative and approves funding based on need, benefits, funds available, and recommendations. It must tell the Initiative which projects are approved before May 1 each year. For wildfires, floods, or other disasters, the Initiative can request emergency funds. The institute must review within 72 hours, decide within 96 hours, and send approved money quickly. The institute must file a yearly report by July 1 with funded programs, results, and a full financial statement.
Starting May 6, 2026, the Watershed Restoration Initiative must send the institute a prioritized list of projects. It must collect data the institute needs and help with long-term monitoring. It must also provide research and learning chances for students and faculty. Each year by November 1, the Initiative reports to the institute and key legislative committees. The report lists total resources by source, past funding, money received from the institute for partnership projects, state funds used to bring in non-state money, total administrative costs (by partner), and performance metrics.
For the fiscal year that starts July 1, 2026, the law gives $2,550,000 to USU for the Utah Forest Restoration Institute. Up to $800,000 may be used for operations and staffing. At least $1,750,000 must fund and study watershed restoration projects. The law also reduces $650,000 from USU Education and General (Public Service) and shifts it from USU Extension to the institute.
