Agency heads retitled as commissioners

Beginning May 6, 2026, certain appointed state leaders who were titled executive director or director are titled commissioner. Their duties, pay, and authority do not change. This is a title change only.

Data privacy office and yearly plans

Beginning May 6, 2026, the Utah Office of Data Privacy sits inside the Department of Government Operations. Also starting then, each covered division and office prepares a yearly service plan before the fiscal year begins. Plans list services, how they are delivered, standards, and measures, and are sent to agencies that use them.

Stronger statewide accounting controls and systems

Beginning May 6, 2026, the Division of Finance director establishes and runs the state’s central accounting system under department oversight. State agencies may only create or keep their own accounting systems with the director’s approval, and the director can stop unapproved systems. The director monitors internal financial controls and prescribes required forms, with the state auditor checking that forms allow proper post-audit. With executive director approval, the director can require cost accounting that shows unit costs. Institutions of higher education are not subject to this accounting control.

Central payroll for state workers

Beginning May 6, 2026, the Department of Government Operations oversees how state payroll is run. The Division of Finance and the Division of Human Resource Management provide payroll services through the central payroll system. The Division of Technology Services is now included in this central payroll. A long‑standing rule from September 19, 2012 continues: agencies (other than Finance and HR) cannot create or fund new payroll staff positions.
