Four-year dyslexia pilot for schools

The law creates a four-year Dyslexia Screening Pilot Program starting July 1, 2026. The State Board of Education runs the pilot, sets rules, approves screeners, and posts resources. The University of Utah builds and maintains a free, evidence-based screener and a statewide intervention plan, and trains teachers. One rural and one urban elementary school receive vendor-provided intervention. The board sets application, reporting, and screener approval rules to run the pilot through July 1, 2030.

Funding for screener and school help

For FY 2027, the law provides a one-time $3.5 million. $1.5 million builds the University of Utah screener. $1.7 million funds the statewide intervention plan. $300,000 pays a vendor to deliver help at two elementary schools. Up to 5% can cover administrative costs.

Required dyslexia screening for K-3

Beginning July 1, 2027, participating schools must use a State Board–approved screener. They screen once any K or 1 student who scores below or well below benchmark. They also screen grades 2–3 who were not tested earlier and show signs of dyslexia. Teachers or parents can trigger extra screening in kindergarten or first grade when they see warning signs.

Yearly reports to lawmakers on pilot

The State Board and participating schools report every year to the Education Interim Committee. Reports cover how the screener works and student results from interventions. The law adds these reports to the committee’s regular report list.

Pilot ends July 1, 2030

The pilot’s legal authority ends July 1, 2030. After that date, the pilot’s rules in law no longer apply. Families do not have this program guaranteed by statute after that date.

Schools apply and fund extra costs

Districts and charter schools must apply to join the pilot. If selected, they must use the free University of Utah screener. They must cover other program costs from local budgets and meet reporting rules.
