Bill Overview

Analyzed Economic Effects

4 provisions identified: 4 benefits, 0 costs, 0 mixed.

Hygienists can work in hospitals, schools

Beginning May 6, 2026, dental hygienists can give public‑health care in more places. The law adds hospitals. It also lists schools, nursing homes, assisted living, homes of non‑ambulatory people, and community health centers. Federally qualified health centers and mobile programs that employ a dentist also qualify. When a hygienist works for a public health agency, the agency may direct the service location.

Clear rules for teledentistry visits

Beginning May 6, 2026, the law recognizes teledentistry. Real‑time two‑way video and audio count as synchronous care. Remote dental care using real‑time or store‑and‑forward methods counts as practicing dentistry. This supports visits for people far from a clinic.

Updated duties for dentists and hygienists

Beginning May 6, 2026, the law clarifies what dentists and dental hygienists may do. Dentists may diagnose, treat, and provide oral appliance therapy, and must hold a division permit to use anesthetics. Hygienists may do exams, treatment planning, cleanings, x‑rays, impressions or scans, delegated tasks, and expanded functions set by rule. Local anesthesia and nitrous oxide for hygienists are allowed only under division rules and required dentist supervision. A supervising dentist is a licensed dentist who agrees to oversee a hygienist or unlicensed person.

Clear standards for dental misconduct

Beginning May 6, 2026, the dental chapter uses the same definitions of unlawful and unprofessional conduct as state law. The agency may add details by rule. This makes discipline and consumer protections clearer.
