Beginning May 6, 2026, every first responder agency must offer confidential mental health help to responders, their spouses and children, and surviving spouses. Retired or separated responders and their spouses keep access for at least three years after they ask. The department posts rules, liaisons, and appeal steps online, investigates denials, and gives agencies 60 days to fix them; if not fixed, it notifies the insurance commissioner and lawmakers. Starting in fiscal years that begin on or after July 1, 2026, agencies pay $25 per responder each year into a restricted account. The state also adds a one‑time $800,000 deposit and FY2027 support ($112,500 ongoing and $15,000 one‑time to Public Safety; $1,900 ongoing and $900 one‑time to Finance). The department can give small agencies quick assessments and services within 48 hours after a critical incident, but can pause if funds run out. The law also expands who counts as a first responder and what is a small agency starting July 1, 2026.
Beginning July 1, 2026, Utah Valley University runs a statewide fire and rescue training and certification program. UVU also helps arrange firefighter cancer screenings with the Rocky Mountain Center and keeps screening records for each firefighter. In FY2027 and FY2028, $3.7 million each year from insurance premium taxes pays for screenings. Starting in FY2027, $250,000 each year funds the screening record‑keeping system. UVU also staffs the Firefighter Cancer Benefit Trust board and handles its accounting.
Beginning in FY2027, the state sends the first $4 million each year from fire‑related property insurance premium taxes and the first $1 million from life insurance premium taxes to the State Treasurer. The Treasurer uses this money to fund firefighters’ long‑term disability and to boost the Firefighters’ Retirement Trust Fund until it can hold a 110% funded ratio. Each year the Treasurer decides the split and alerts budget leaders if the set‑aside is more than needed. Also beginning in FY2027, the state sends the remaining net premium tax revenue each year into the Firefighter Cancer Benefit Trust Fund. On July 1, 2026, older premium‑tax deposit and reporting formulas are repealed.
Effective July 1, 2027, the law repeals the statute that allowed state grants to first responder agencies and a related fund reference. This change can reduce or change grant money that local agencies receive.
Starting July 1, 2026, the state creates the Firefighter Cancer Benefit Trust Fund. It holds donations, grants, and any appropriations; interest stays in the fund; assets are protected from creditors. An 11‑member board (4 named by the Senate president, 4 by the House speaker, 3 by the governor) runs the trust with two‑year staggered terms. The board studies cancer rates, benefit levels, and funding and payout options, consults stakeholders, and reports recommendations by December 1, 2026.
Starting May 6, 2026, licensed EMTs, AEMTs, or paramedics who live in Utah and volunteer under a local government can join a new insurance program. You must take at least 20% of EMS calls in a year, serve in a qualifying community or a 3rd–6th class county, and be a volunteer or part‑time unbenefited worker. The program offers basic life and long‑term disability insurance. It may also let you enroll in PEHP health and dental if you lack other coverage or your other premium would be over 20% of this program’s premium. Coverage follows a July 1 plan year and ends when you stop qualifying. The program ends July 1, 2027.
