Beginning May 6, 2026, facilities must let eligible patients use non-medical rides for transfers. You qualify only if you are not under temporary or involuntary commitment, your provider says you do not need an ambulance, and the move follows federal emergency transfer law. You can ask the hospital or provider to make this call. If you are eligible, the facility must give you a written notice. It must say you do not meet ambulance medical-necessity, insurance may not pay ambulance bills, you may owe them, and list the state’s current ambulance base and mileage rates. A non-medical ride can be a family ride or public transit.
Beginning May 6, 2026, if you use a non-medical ride and get to the receiving facility in time, the facility cannot bill you or your plan for admission or readmission. Staff can bill only if they have reason to believe your condition changed after discharge. "In time" means within 4 hours if the sending facility is in a 4th, 5th, or 6th class county, or within 2 hours elsewhere. If you arrive within that time, the facility must not give your offered bed to someone else.
Beginning May 6, 2026, sending facilities and providers are protected from civil lawsuits when they let a patient use non-medical transport, if the patient did not need an ambulance at discharge.
