Beginning May 6, 2026, a student in a qualifying learner‑validated program counts the same as a full‑time student for state weighted funding. The school assigns a licensed teacher of record employed by the district, keeps and documents required student‑to‑teacher ratios, and requires and documents participation in supports, coursework, and assessments. The school must provide proof of compliance to the State Board on request.
Beginning May 6, 2026, the State Board can waive some rules for an individual student who proves proficiency. Waivers can cover pacing, checkpoints, required interactions, class size ratios, or completing units in order. The school must show state‑approved test results, documented mastery, or other board‑approved proof. The waiver cannot remove the teacher of record or the monitoring and documentation requirements.
Beginning May 6, 2026, schools and districts that run self-paced or online classes must follow new accountability rules. Each student has a licensed teacher of record who tracks progress, aligns work to state standards, meets testing rules, keeps rigor equal to in-person classes, and documents all of it. The school’s written policy must set pacing to finish within the school year, checkpoints with verified identity, minimum teacher–student interactions, class size limits, required order of units, and steps to monitor and record progress. Schools may contract with outside course providers and can give students needed devices or materials, but the school keeps oversight and assigns the teacher of record. The same rules apply to statewide online courses, and the State Board sets teacher oversight and accountability standards by rule.
