Insurance rules for Utah drivers and visitors

Beginning May 6, 2026, Utah residents who own a vehicle must keep liability insurance when they drive on highways or quasi-public roads and parking areas. Nonresidents can rely on their home-state insurance if their vehicle was in Utah 90 days or less in the past 365 days. If the vehicle was here more than 90 days in the past year, the owner must keep continuous insurance while it remains in Utah.

More insurance duties for governments and buses

Beginning May 6, 2026, Utah state and local governments must keep insurance on their vehicles at all times. When a school district lets a state agency or local government use a school bus, the using agency must carry insurance at least equal to the governmental liability limits, and its coverage is primary. The using agency must also defend and indemnify the school district for claims, unless the district was solely at fault. This protects the public and school districts but can raise costs for government fleets.

No insurance for e-bikes, scooters, and mobility devices

Beginning May 6, 2026, you do not need state vehicle insurance for an electric-assisted bicycle, a motor-assisted scooter, or an electric personal assistive mobility device that meets the legal definition. This lowers insurance duties for riders and people who use mobility devices.

Farm and off-road vehicles insurance exemption

Beginning May 6, 2026, you do not need state vehicle insurance for off-highway vehicles when used on roads open to them or as the law prescribes, and for off-highway farm implements when used as the law prescribes. This reduces insurance duties for rural riders and small farmers during those uses.
