The Early Childhood Mental Health Support Grant Program ends January 2, 2025. The statute for respite care services is repealed July 1, 2025. Education and outreach for the Invisible Condition Alert Program also end July 1, 2025. Families, caregivers, and people who relied on these supports lose that statutory help.
On July 1, 2027, the Utah Health Care Workforce Financial Assistance Program ends. Health workers who received or expected grants or loan repayment lose that statutory support.
Beginning May 6, 2026, it is a class B misdemeanor to perform or offer scarification on a minor for pay or as part of a business. Courts must fine at least $1,000 for each violation. You have a defense if you did not know the person was a minor and you reviewed, photocopied, and kept a valid government photo ID showing the person is 18 or older before the procedure. The law also defines scarification as cutting a mark into skin to leave a permanent mark.
Beginning May 6, 2026, body art shops that do or teach scarification must use a dedicated, enclosed room only for that work. They must check and record a client’s age before any scarification. They must give written aftercare that lists infection warnings and how to report an injury to the department.
On July 1, 2025, the state ends the Cannabis Research Review Board. It also removes a related reporting duty and two statutory cross-references to that board. Oversight and procedures tied to the board no longer exist in law after that date.
On July 1, 2027, the law ends required data collection and reporting on abuse, neglect, or exploitation incidents. On July 1, 2030, it ends a report on insurance coverage for in vitro fertilization and genetic testing. These changes reduce reporting but may lessen transparency.
On July 1, 2026, the state repeals the Rural Physician Loan Repayment Program advisory committee. It also stops per diem and other listed expense payments and removes the committee’s recommendation role. Program decisions may shift, but this does not change loan repayment award terms by itself.
