Harsher penalties for foreign-backed crimes

Beginning May 6, 2026, Utah increases penalties for crimes tied to foreign governments or foreign terrorist groups. A court must find beyond a reasonable doubt that the defendant acted as an agent or under the entity’s direction. It applies if the goal was to make a victim act for the foreign group, leave the United States, or do or not do something against their will. Each offense moves up one level: Class C to B, B to A, A to third‑degree felony; third‑degree to second; second to first‑degree felony. This strengthens deterrence and protects people in Utah.

Campus help on foreign intimidation

Beginning May 6, 2026, Utah colleges must give international students information about transnational repression and how to report it to law enforcement. State law also defines “transnational repression.” It includes acts like threats, harassment, surveillance, financial pressure, or misuse of immigration or media by agents of foreign governments or terrorist groups. The conduct must target someone in the United States and aim to extend the foreign actor’s control over that person’s behavior.
