More outdoor programs for underserved kids

Beginning May 6, 2026, the law clarifies who counts as an underserved community for outdoor education grants. It includes economically disadvantaged groups, cities, counties, or American Indian tribes where children have limited access, including children with disabilities. For UCORE grants, “children” means ages 6 through 18. These definitions guide who can get targeted grants for outdoor learning and recreation.

Dedicated funding split for outdoor projects

Beginning with fiscal year 2025–2026, and subject to appropriation, the Division of Finance splits money from the Outdoor Adventure Infrastructure Restricted Account. At least 15% goes to State Parks capital projects. At least 22% goes to Outdoor Recreation competitive grants, with no more than 15% of that pot used for maintenance. At least 53% funds larger outdoor projects the Outdoor Adventure Commission recommends. At least 10% goes to the Utah Fairpark Area Investment and Restoration District. If lawmakers give account money to Transportation, the Transportation Commission sets project priorities based on DOT recommendations. Money in the account comes from deposits set in law and any interest. Allowed uses include construction, upgrades, land or easement access, highway access, environmental compliance, planning, avalanche safety forecasting, and cleanup or security. These rules take effect May 6, 2026 and sunset on July 1, 2026.

New outdoor recreation grants and rules

Beginning May 6, 2026, the state runs a new Outdoor Recreational Infrastructure Grant Program. It funds building and upkeep of low-cost public recreation, like trails, restored waterbodies, wildlife-watching sites, winter amenities, parks, and accessible playgrounds. Funded places must be open to the public under state and federal rules, with no exclusive access for any group. An advisory committee helps recommend grants. The program aims to boost outdoor use, promote exercise, attract people to Utah, and reach underserved communities. The program sunsets on January 1, 2028.
