Beginning May 6, 2026, Utah operates a Medicaid ACA Fund. The fund pays Medicaid costs that federal money or other revenue do not cover. Allowed uses are the health coverage improvement program, the enhancement waiver program, a Medicaid waiver expansion, and outpatient upper payment limit supplemental payments. The fund ends on July 1, 2034.
Beginning May 6, 2026, money for the Medicaid ACA Fund comes from hospital assessments, transfers from local governments, and program savings. Gifts, grants, and money the Legislature approves also go in. Sales‑tax receipts named in state law flow to the fund starting May 6, 2026, with the cited source changing on July 1, 2026. All interest the fund earns in fiscal years that start July 1, 2025 or later goes to the state General Fund, not back to this fund. These rules run through July 1, 2034.
Starting May 6, 2026, the state may use this fund only for the allowed Medicaid purposes in law. It cannot use transfers from local governments to pay private outpatient supplemental payments. These limits remain until July 1, 2034.
