New rules and fines for kiosk operators

Beginning May 6, 2026, the Division of Consumer Protection enforces Utah’s virtual currency kiosk rules. Operators must keep complete and accurate records, preserve them as required, name a fraud contact, and promptly respond to subpoenas and court orders. They must file a yearly list of kiosk locations and notify the Division within 30 days after installing or removing a kiosk. The Division may fine up to $2,500 per violation, and courts may order refunds, disgorgement, actual damages, and civil penalties up to $2,500 per violation. Violating an administrative or court order can bring an extra $5,000 per‑violation penalty, and breaking these kiosk rules is a deceptive act under state law.

New limits and safety warnings at crypto kiosks

Beginning May 6, 2026, crypto kiosks limit how much you can convert. It is $2,000 per day for the first three calendar days after your first transaction with that operator, then $5,000 per day after that. The limits count across all kiosks run by the same operator. Operators must tell you in your language that digital assets are not insured by the FDIC or SIPC and get your consent. Kiosks must show a bold fraud warning in English and Spanish, give a detailed receipt, and post a 24/7 toll‑free help number.

Three-day cancellation rights for off-site sales

Beginning May 6, 2026, if a sale over $25 happens away from the seller’s place of business, you can cancel until midnight of the third business day. Sellers must put a bold, 12‑point cancellation notice on the first page of the paperwork. If a seller already offers better cancellation rights, that policy applies.

Police crypto investigation training now required

Beginning July 1, 2026, each local police agency must have at least one officer complete specialized cryptocurrency investigation training at least once every three years. The training covers tracing on blockchains, seizure and evidence steps, legal warrants and subpoenas, tools, and work with federal partners and exchanges. Starting May 6, 2026, the law also defines “cryptocurrency” and “cryptocurrency investigation” for training and case work. Trained officers may assist other agencies.
