If the budget allows, the superintendent appoints an American Indian–Alaska Native Public Education Liaison. The liaison helps build the state plan and put it into action with local school plans. Each year, the liaison reports to the Native American Legislative Liaison Committee on who got grants, how well the money worked, plan progress, and needed laws. The committee holds at least one meeting a year to discuss education with stakeholders. These rules take effect May 6, 2026.
The state runs a grant program to help schools that serve many American Indian and Alaska Native students. A "concentrated school" has at least 29% Native students. Grants can pay for books, supplies, teacher stipends, recruiting, retention, training, and conferences. At least two-thirds of funds are prioritized for concentrated schools in fourth, fifth, or sixth class counties with large Native populations. The State Board can use up to 3% of program funds for administration. These rules take effect May 6, 2026.
The State Board must adopt an American Indian and Alaska Native education state plan by January 1, 2027. The plan names the most urgent academic needs and sets clear steps using recent data and evidence. It lists programs and resources as of January 1, 2026, including the new grant program, and shows how to use them better. It must include hiring and retaining strong teachers, ongoing reports to the Native American Legislative Liaison Committee, and a process to share data with tribal education leaders. Before adoption, the Board presents the plan to the committee and consults with tribal leaders and stakeholders under federal ESSA rules. These duties take effect May 6, 2026.
