Bill Overview

Analyzed Economic Effects

3 provisions identified: 2 benefits, 0 costs, 1 mixed.

Up to $75,000 for displaced businesses

Beginning May 6, 2026, displaced businesses, farms, and nonprofits can get up to $75,000 for reasonable costs to reestablish at a new site, under agency rules. Or you can choose one fixed payment between $1,000 and $75,000 if you meet the agency’s criteria. If your only business at that site was renting property to others, you cannot take the fixed payment.

Relocation aid cap rises with inflation

Starting July 1, 2027, the state raises the relocation assistance cap each July 1 for inflation. The Department of Transportation adds the prior limit times last year’s Consumer Price Index change, but never below zero. By January 30 each year, the department calculates and publishes the new limit and sends it to the Office of the Property Rights Ombudsman.

Relocation help with federal caps

Beginning May 6, 2026, Utah agencies can pay relocation help when they buy property and no federal money is used. Your total payment is capped at what federal rules would have paid for the same move, unless state law sets a different limit. If federal law makes you ineligible for relocation help, the state cannot pay you. When state and federal caps differ, the state cap beats a lower federal cap, but a higher federal cap controls.
