A legislator, employer group, school, or professional group can ask the Office for a review using the Office’s form. The Office must decide to proceed or not, tell the committee chairs, and give reasons if it says no. For each review, the Office convenes an advisory group with at least two people from the affected field, including one approved by the board. The group can also include employers, educators, and technical experts. These rules apply starting May 6, 2026.
Beginning May 6, 2026, the Office runs regular reviews of healthcare scope of practice. The law defines who is a licensed healthcare practitioner and what counts as an innovation. Tools that only give advice without a practitioner–patient interaction do not count. Reviews must weigh evidence, patient safety, access, cost, training, employer interest, and use in other states. With input from an advisory group, the Office decides whether to recommend adding the innovation to a profession’s work. Some duties end July 1, 2034.
If the Office recommends adding an innovation, it writes a preliminary report that explains the change and how the scope grows. The Office sends the report to the Business and Labor Interim Committee. The committee can request a bill, ask the licensing division to write rules, or take other steps. After that input, the Office publishes a final report that includes any committee recommendations. This process applies starting May 6, 2026.
By October 1 each year, the Office reports every review request it received and each review it completed. The report goes to the Business and Labor Interim Committee. This tracking starts May 6, 2026 and is scheduled to end July 1, 2034.
