Beginning May 6, 2026, the law defines key terms. "Appropriate for the need" means the services, treatment, and medications your provider recommends. "Disabled individual" uses the ADA definition at 42 U.S.C. § 12102. The state protection and advocacy agency is the entity the governor designates.
Beginning May 6, 2026, the state protection and advocacy agency represents all disabled individuals in Utah. The governor designates the agency. It must hold at least three public meetings each year across the state. The meetings gather local needs and share education, advocacy, and resources.
Beginning May 6, 2026, the agency submits a written yearly report. It goes to the Judiciary Interim Committee and the Health and Human Services Interim Committee by August 31. The report can list meeting counts and locations, services given, and agencies it worked with. It can show numbers served by independence level and family status. It can report treatment referrals and orders, exits from homelessness, and placements into supportive housing. It can note when it advocated to stop parts of care, and any policy ideas.
