ABA therapy Medicaid rates rise

Beginning May 6, 2026, when state General Fund growth is 102% or more, ABA reimbursement rates go up by about the same percentage as plan PMPMs. In the first year this trigger applies, the department first raises each ABA rate to match similar rates paid under Medicaid plans. After that, ABA rates receive the same year‑over‑year percentage increase as the plans.

Stable Medicaid plan payments tied to revenue

Beginning May 6, 2026, the law sets how next year’s per‑member‑per‑month (PMPM) funding changes for Medicaid managed care and behavioral health plans. If state General Fund growth is below 100%, PMPMs stay level (no cuts). If growth is 100% to under 102%, PMPMs rise in step with that growth. If growth is 102% or more, PMPMs rise by at least 2% for the next year.

County dollars offset state mental health funds

Beginning May 6, 2026, the state reduces its behavioral health appropriation by the amount counties pay that year. This changes the net state money flowing to behavioral health plans and can shift more cost to counties.
