Beginning May 6, 2026, state agencies that serve children, youth, or families must share needed data with the Governor’s Office or its provider on request. This includes enrollment, participation, services used, outcomes, and demographics. Agencies must follow state and federal privacy laws, protect identities, and use the office’s standard formats and schedules. If asked, the office and the provider must also report to legislative interim committees on who is participating, results, private money raised, and how to sustain and scale the work.
Starting May 6, 2026, each partnership must include a backbone group, a community‑based group, a local government, a school or LEA, and partners across education, health, workforce, housing, and community development. Parents, youth, and residents must help plan and carry out the work. Partnerships must write a mobility action plan with measurable goals, key indicators, timelines and leads, a budget, and performance measures. Partners must set data‑sharing agreements and coordinate resources. Partnerships may accept private grants, gifts, and donations to support these activities.
Beginning May 6, 2026, the state creates the Raising Expectations initiative in the Governor’s Office of Economic Opportunity. It helps eligible communities build cross‑sector teams to improve results from early childhood to college and jobs. The office must pick one technical assistance provider that meets strict rules, including the ability to raise private funds, 20+ years of grantmaking, and at least five years supporting Utah partnerships. The provider must help form partnerships and backbone groups, guide mobility action plans, raise private money, and share lessons across communities. Only communities that meet the law’s eligibility tests can join.
Beginning May 6, 2026, a community qualifies if it meets any one test. Test 1: it is in a county with fewer than 10 people per square mile and limited access to services. Test 2: a local high school that serves many residents has a four‑year graduation rate of 85% or lower. Test 3: a prioritized community indicator is at least 10% below the state average. Test 4: the gap between subgroups on a prioritized indicator is more than 20 percentage points.
