Beginning May 6, 2026, Utah approves eligible short‑term workforce programs for federal Workforce Pell. Students in an approved program can get federal Pell grants. The board sets rules, monitors programs, and may limit approvals. The workforce agency shares wage data to verify completion and jobs, with privacy rules and a class B misdemeanor for misuse. Utah may sign cross‑state enrollment agreements. Certain higher‑education officials have legal immunity for discretionary approval decisions.
Beginning May 6, 2026, you can earn a Utah First Credential by completing one path: 12–18 core concurrent enrollment credits, an industry credential on the state master list, 300 hours in a qualifying youth apprenticeship, a technical college certificate, or a CTE Pathway. The state keeps a master list of approved industry credentials. Credits tied to the first credential must transfer across Utah public colleges and technical colleges toward the right programs.
Beginning May 6, 2026, the state runs grants to help school districts build first‑credential programs. Districts must complete a needs assessment and submit an implementation plan with steps, timelines, and cost projections. Awards depend on legislative funding and district results. Rules set tiers, performance tracking, reporting, and buying guidance for certification programs.
Beginning May 6, 2026, the state offers a scholarship to each student who earns a first credential, when lawmakers fund it. The Board sets the award size each year. You can use it for tuition, fees, books, and other allowed costs at Utah public colleges and eligible private nonprofit colleges. You must use it within three years after high school graduation. You can stack it with other state scholarships.
Beginning May 6, 2026, the state creates a First Credential Oversight Committee. The committee writes the Utah First Credential Master Plan and must present it to the Legislature by the November 2025 interim meeting. The committee reviews and updates the plan every three years. The state board must adopt rules to run the program.
Beginning May 6, 2026, a statewide council coordinates youth apprenticeships. It meets at least quarterly, sets shared quality standards, and develops student and employer incentives. The council reports to the talent board twice a year and sends a written report by November 1, 2027 with funding recommendations and a statewide action plan. Members are unpaid; non‑state members may get per diem and travel.
