Bill Overview

Analyzed Economic Effects

3 provisions identified: 3 benefits, 0 costs, 0 mixed.

Choose a physical therapist for care

Beginning January 1, 2027, if your plan requires you to pick a primary care provider, you can choose a participating physical therapist for your physical therapy care. The therapist must be in network and willing to serve in that role. This change does not expand what a physical therapist is licensed to do under Utah law.

Physical therapy costs match primary care

Beginning January 1, 2027, your health plan cannot charge more for a covered physical therapy visit than for a primary care visit. This applies to copays, coinsurance, and office-visit deductibles. The rule applies to plans that cover physical therapy and are renewed or started on or after that date.

More choices for your primary doctor

Beginning January 1, 2027, if your plan makes you pick a primary care provider, you can choose a participating obstetrician-gynecologist (OB-GYN), pediatrician, or physician assistant who provides primary care under your plan. Insurers must clearly list these options in policy materials. Your insurer cannot raise your premium, copay, or other costs just because you picked one of these allowed providers.
